H2H matchmaking: Make it fair, make it fun

Just played a H2H match in which I was paired with an opponent more than 3 tiers above me (and with a +2 OVR compared to my squad). Why does the matchmaking algorithm think this is fair/fun? The insult to injury was that the guy was an obnoxious/toxic “red thumb” spammer (does reporting these poor sports actually do anything?). But the point is that I never should have been matched with this opponent in the first place! If the match was made purely for expediency (because there are fewer opponents available at the higher ranks), then I would rather wait a minute or two for someone at my level rather than to waste my time in a miserable match I have very little hope of winning (against a toxic opponent).
