Heroes/Icons who are still missing and need to be added to the game

Platini was removed for corruption scandals, as were Marc Overmars and Ryan Giggs, who were removed from the game for the off pitch antics. So, I wouldn't expect Terry to become one either.
Zoff and Dida used to be icons on consoles, but were removed likely due to licensing or rotation (and never made FM/FCM anyway).
Not sure what happened to Di Stefano. Pretty sure he used to be in early FM/FCM seasons. The same goes for Seaman, who was around in FCM last year or the year before.
Pre-1950 legendary players are pretty much non-existent in the game. It's a shame because Bican defo deserved a spot as he was a hell of a striker.
David James? REALLY? Ahead of Banks or Shilton?.........yea, no.

Many players like rummeneigge, Paolo rossi, deco,Adriano, robinho, john terry, dida, Giggs, batistuta, Gordon banks, Julio Cesar, bergomi, vieri, Robben, dé stéfano, mezut ozil, romario, David villa, David silva, varane, pepé, Diego Costa,ivan rakitiç, shilton, platini, George weah, Abu trika, Mahmoud elkhatib, Hassan shehata, Ahmed Hassan, Mohamed barakat,yohan neeskens, emad moetab, falfio, hossam Hassan, shikabala, forlán, jininho, Edgar Davids , abidal, zizinho,feguroa, Ayala, faccetti,sammer  ,rivillenho, Emerson, Michael salgado, djilma Santos, trafarrel, Dani Alves, vogts, G.Neville, why all of them isn't on the game. It's not fair but

Platini was a part of a massive corruption scandal, which got him removed from UEFA (cleared now but, yeah...).
Robinho, Giggs, Overmars, Dani Alves - Google it and you will see why they either got booted from the game and why 1st one is still in prison, which clearly translates to why the chances of them becoming hero/icon are minimal. Terry wasn't as bad, but his antics put a similar light on it.

Some other players you listed:

- should be icons/heroes (e.g. David Villa)
- already are in PC/Console FC game (look it up)
- already are in FCM (e.g. Forlan)
- are already heroes/icons but are not in the current active roster (Di Stefano)
- recently retired (e.g. D Silva, Pepe), so getting an icon/hero like Pizzaro or Ibra is a matter of time
- EA lost or has no licensing rights to the players (Guardiola) or the still active high-profile players like Neymar, since he's in the Brazilian league, which is not in the game.
- political (e.g. Weah - President, Romario - Senator)
- and some are not good enough to be considered (bunch of the local, big names to CAF, so regional but largely unknown to the rest of the world).

Michel Platini: One of the greatest midfielders in history and a three-time Ballon d'Or winner. After being cleared of previous legal issues, there is no longer any moral obstacle preventing him from remaining an icon.
