So the solution now would be:
Play all the weeks with active and semi-active members to reach higher rank and level.
In the last week before season end, lower requirements for league applications and fill the league with those inactive parasites that don't play the game and just collect the gems others grind hard for.
That would get us to 100 members in order to get those bonus league tokens. Inactive players will get weekly gems and no or minimum league tokens.
When the new season starts, kick out inactive players and repeat the same process in the last week of league season.
