Licences to leagues and competitions may have something to do with that not easily happening. That's also a reason why some iconic players are not in the game or have been re-added recently (e.g. Maradona or Ibrahimovic). Or some became untradeable, e.g. Neymar or Marcelo going back to Brazil.
