Player value dropping

I have heard rumours that in TOTY event there are going to be 117 ovr players.
So I want to ask whether should I sell my max 117 ovr Rivaldo and 116 ovr Salah or not as their value will drop significantly.

It depends on what gets released, when in the TOTY cycle and the stats of the cards. Sometimes it's a good idea to sell, and sometimes it's not. Noone knows until the event lands.
Agree with dztr, sometimes if poor cards show up, value of previous event's cards increase as availability becomes low. We need to decide our own rules and play by it as you always can't be on the bright side of it.
I usually won't keep any high value trade able cards though for an event where an ovr jump is imminent. So that's my advice mate :)
