Songkran Starpass - No Pass Points Available

There are no Songkran pass points avaiable in the Songkran chapter to use in Songkran Starpass to collect the rewards.

The only rewards for completing the Songkran chapter skill games are rank up points.

Is this a mistake? Should the rank up points be Starpass pass points that propel you down the Starpass reward path.

Can anyone explain?
