Demand and supply is the market setup. If nobody is selling a player you can not buy it. You can make a bid and hope someone will sell it. Since you are looking for card that are low value and not interesting to most players, they are probably used up for training because of low profit they offer.

I don't even care about OVR 98 players, and there are definitely people who use them for their teams even if they're trainees. Should I make it difficult to find players that are easily available?
