Skill moves are definitely buffed

I'm so perplexed as to why skill moves seem much quicker and more aggressive than they were before.. The whole world are now abusing roulette and it's 2024 heel to heel all over again. I just don't see the logic behind buffing skill moves while defending remains as bad as it ever was.
