Switching guest account for my son's new phone

I bought a new phone for my son recently, but he's not reaching the age to link the account so he was restricted to a guest account.

Is there really no way for them to transfer the data to the new phone?

EA restricted the link account but allow them to pay for the items, it really doesn't make any sense!

EA please provide a solution for this problem
