Why Nations story shard 3 while one level still locked in Shard 2.

I just saw Spain being added to Nations story with a Nations story 3 shard.  This is while another chapter being locked on the chapter with England and Italy.

What's the point if you are not giving enough tokens for 1 good card.  I wanted Bellingham that costs 1250 but after playing 3 nations got 1210 tokens.  Atleast keep them same for a while otherwise no point playing the chapter.

    EA wants you to BUY these fragments. In Spain, Yamal is 1500 fragments. What's the point if the game changes and you can't catch up? And what do I do with the 300 I have from the other game? Save them? Spend them? Everything is so complicated and confusing. EA hates its users.
