Why this players not in exchange 99

Why stam and Henry is not in exchange 99.however they over 100. Please fix this problem

    @vvvt5g6rpy21 cuz they're Ranked up and their base is lower than 99 OVR, that's why i stopped exchanging players like that if you're not new or returning.

    @EzzyLupe there is not ranked by macherano.hiw they ranked.if he ranked I should give them two macherano in the first rank . how this do.tell me please.the game should give people players not ranked
