Cannot consume player

Hello hoping someone can help me.

 
i want to use kobel and level up with huer fernandez but once i try to training up with huer doesn’t appear so i dont know why i cannot consume huer fernandez in order to get kobel with the fernandez level. 

!!!but if i try to training up huer fernandez i can see and consume kobel !! 

someone explain me about the trainings and what player over which one u should training and transfer the level of training.
