In H2H, the opponent's network will affect you because that's how networks and netcode work. In simple terms, you are creating a virtual tunnel between you and the opponent via EA servers, so for it not to be laggy, both ends need to have a stable, unconstrained connection. The closer to each other you are, the more responsive the game will be.
As far as extending the game to 10 mins per H2H game, that is one terrible idea. I don't want to play long games, nor have time to sit on the phone all day to play 5 games. The current timing is decent enough. If the time doubles up, plenty will no longer play H2H, so you'll end up with less oppnents, and then there will be complaints about even worse matchmaking. Yeah, a big no to increasing the length of the games.
