UNKNOWN ERROR [1000]

i am not able to access my account that is linked through my google play it shows me an error message like this:

unknown error 1000

sorry something unexpected went wrong ...

after changing from wifi to data and even trying using vpn and clearing cache and all data and then reinstalling and restarting phone and repeating still nothing has happened !!!
