I'm sorry to hear that you're unable to launch FIFA 23 through Steam. I appreciate that you shared all the steps you've taken so far.
I see you've mentioned that there's no option to run FIFA 23 as an admin on Steam. Have you tried going to the installation folder (e.g., C:\Program Files (x86)\Steam\steamapps\common\FIFA 23)? If not, please try that and also do the same for the EA anticheat: EAAntiCheat.GameServiceLauncher.exe.
