CPU is running at 100%, I have changed everything to low and capped my frames. Game uses 3% of my gpu. My specs are: CPU i7-9700k GPU GeForce RTX 2070 Super RAM 16GB Storage 2TB and Windows 11. No other game uses cpu above 40%.
