Do additional “abilities” unlock at season end?

So several of my players in my Franchise mode have “Ability” slots that are locked that are supposed to open at reaching certain levels. I’ve included a photo of 1 that is not open with the corresponding “OVR” level showing reached. I haven’t made it through a full season yet and it could be that they will open at season end, but that’s not what is expected. This may be the case but not clear.

Never mind. I see that when the player upgraded, the slot opened. It was much past the “90” rating that it was supposed to open at. It took until “95 before it opened.
