Madden 24 Offline franchise with all teams

I'm trying to begin season 2 in Madden 24 Franchise mode (offline) as owner of all teams.  I go through all season 1 and have simulated all games and made season 2 ready with all actual rosters and draft order.  I can choose free agents in week one of free agencies but every time I go to week 2 of free agency I lose control of both Las Vegas and Carolina.  It says something about coach's retiring but it won't let me make any more free agent moves for either of those teams. Anyone know a remedy?  Maybe I'm just missing something  but seems odd that every time with those same two teams, I lose ability to choose free agents for their rosters and cannot make manual Draft picks for those teams either.
