Thanks for reaching out to us about this. I'm sorry to hear this has been going on for so long. It looks like that pack can only be purchased once, so if you picked it up at some point in the past I'm afraid it would no longer appear on the store. That said, I did want to pass this along to the team just in case there's an issue.
Which platform are you playing on? Would you mind sharing your Gamertag or PSN ID?
