The Game wont give me master tactician

I spent 25 of my legend tokens on Jeff Garcia 94 overall. I was really excited because he was supposed to have the master tactician ability. And I seem to be the only person that does not have access to that ability or even have it listed as an option. I am on xbox one, what am i doing weong?
