Update: I think I may have identified the issue. I had added Reed Blankenship to my lineup and was able to have all 4 Tier 3 Surge Boosts for my Eagles TT. After removing Reed, the solo loaded properly, so I'm not sure if having that many TTS boosts was causing the problem or if it was just that player specifically.
