Weekly ability loadouts locked at level 1

Every online franchise I start with the NFL weekly roster My weekly ability loadouts are locked at level 1 no matter what coach I use or what team but an offline and online with the roster file  I've deleted the game and reinstalled it nothing is working I sat on 3 hours with EA chat and they kept transferring me didn't help me at all Said they going to do nothing about it
