I believe they upgrade the cpu teams' player ratings behind the scenes.

I have traded for or signed players in free agency that were all-pro when playing against me that were very mediocre when on my roster.

I also think that they set the cpu defense with the best play to counter your offensive play, because I get way better performance from audibles than called plays.

In other words, because they can't really do football strategy very well, they cheat.
