Still waiting an month for this broken game mechanic to be fixed. I'm so po I paid full price for this game

It does actually work, they just let you figure it out on your own.
First, buy the ability(s) with coach points.
Second, burn a slot in your "Weekly Strategy: Loadout" with the "After School Tutor" you purchased.
Third, keep the Tutor active in that slot forever, if you ever replace it with a different one the extra tutor slots are taken away.
