Help- My account is hitting the Max Commissioner Limit (40) due to Ghost Saves.

My account is hitting the Max Commissioner Limit (40) due to Ghost Cloud Saves . I tried all of the steps EA chat representatives give me. I have uninstalled and reinstalled, cleared saved data, among others. I do not have 40 franchises in general. This is affecting superstar and franchise mode.
