Lose Connection To Peer

Does it count as a loss to the player when they purposely lose connection instead of using the conceded defeat? 90% of the players I play use this when I’m winning and I’m assuming it’s a way to cheat. I know it counts as a win for me after I check, but I’m wondering what their record will show?
