On PC a workaround is to unlock the skill using a save editor, such as the one on the Nexus. I have personally used the editor on an ME2 save and unlocked the skill, since I had previously played the Original version and had everything unlocked. For other platforms...sorry, don't know another way.

I am not sure on how strict the forum rules are on mod links. But the one I used was the one on Nexusmods.com for the Legendary Edition.

CMs are fine with mod links (at least for single-player games like ME.) I've posted many for mods on the Nexus.
Here's one listed under MELE as a "Trilogy Save Editor". 😇
