Bug in "Citadel: Scan the Keepers"

I know it's difficult - we've all done it over the years but in Mass Effect 1 (Legendary Edition) you've missed a Keeper in the "Citadel: Scan the Keepers" quest. The total is 20 when it's supposed ...

The bug is in the original PC version as well (I played it a few months ago). 21 keepers but only 20 scans required.
