The bug is in the original PC version as well (I played it a few months ago). 21 keepers but only 20 scans required.
I always had to find all of the 21 Keepers in the OT ME1 on PC. Played it around 11 times.
However this time with LE, I was already at 18/20 before entering C-CEC for the first time, so the keeper next to Avina did count in my game. All of the 3 remaining Keepers could be potentially interacted with, but after scanning 2 of them the assignment finished as it should.
