Same issue. Tried basically the same stuff. I have a GTX 1070 and Ryzen 5 1600X.

Only difference is I've never gotten over 75 FPS. How can a game from 2007 run THIS poorly??? I see drops down to under 10FPS and never get higher than 45FPS in the Citadel.

This game never uses more than 15% of my GPU according to MSI Afterburner and task manager.
