@beldin101 No it shouldn't become locked. She's where the giant water tube is, near the Salarian merchant outside the makeshift hospital.

Actually depending on your choices or who dies, it may actually become locked.  If you make the clear everything choice, then quest is locked out.  If you make the save everything choice it should be ok, unless you accidentally clear the wrong person.
