[BUG][ME2 & ME3] Enemies knocked down by Biotic or Ammo powers don't get up.

Oh, that's what that is? Yeah, this has been happening for me too. I've only noticed it in ME3 through. Maybe I wasn't using the right powers in ME2 for that to happen.

But in ME3 it's happened a handful of times now that I thought I got rid of all the enemies, but there's a constant "UGH! GAH! HNGH! UGH!" coming from somewhere, so I run around to find some enemy on the ground grunting. It's unintentionally funny, but clearly not intended.
