Can't leave planet, can't return to Tempest

Have the same issue, but for me just nothing happens after I press Y staying on the ramp.

I don't have older saves

    Well. I just continued questing. Spoken with all NPCs in the area, returned to Object 1, found some new datapafs near it on the cliff. Then pressed Y while in Nomad and returned to the orbit

      You don't have the nomad while on Havarl,
