Collectors' Weapon and Armor unable to authorize on the Cerberus Network

Hey There, I bought Mass Effect 2: Digital Deluxe Edition that includes the dlc "Collector Gear and Sniper Rifle" which I presume is the dlc "Collectors' Weapon and Armor" that the Cerberus Network ...

I am having the same problem. All other dlc works fine, but the "Collectors' Weapon and Armor" is prompted as unable to authorize at the start screen.
