Collectors' Weapon and Armor unable to authorize on the Cerberus Network

Hey There, I bought Mass Effect 2: Digital Deluxe Edition that includes the dlc "Collector Gear and Sniper Rifle" which I presume is the dlc "Collectors' Weapon and Armor" that the Cerberus Network ...

I just bought shadow broker content from Origin and the DLC will not load in ME2. How is this fixed?
