Before the main menu, I'm getting this message: "The following DLC is corrupt and can not be used. Please re-download this downloadable content and try again." I've tried all the possible solution...
Have you tried deleting the DLC manually then reinstalling?
Go to "C:\Program Files (x86)\Origin Games\Mass Effect 3\BIOGame\DLC" and delete all the files and folders inside.
Restart Origin and redownload the DLC. This should correct the issue.
Yes, I've tried a clean re-install. I've even re-installed the Origin.
What DLC is it saying is corrupt?
If it's not telling you which DLC is corrupt, then you'd have to try going one by one.
Manually delete all the DLC in the ME3 folder (stated in my previous post), open origin, and install the first DLC, and try to run ME3.
If it works, great, download the next DLC. If it doesn't, make note of what DLC it is, delete it from the DLC folder, and try the next one.
Once you've done this, let us know which DLC it is that it is stating as corrupt so we can investigate further.
That's the problem. There is no DLC named under the error message.
After your response; I uninstalled ME 3 and Origin with uninstallers. deleted remaining folders, reg entries. Re-installed Origin and ME 3 and it looks like i have some troubles with multiplayer packs. When i added them to the download list and pause the downloads, then launched the game and got the same error again. By the way, I'm on Windows 8.

In order to tell us at least one of many files is corrupted you have the scan each of the files one at a time. Why can't you just tell us the name of the file that failed your scan, select it, prompt us to delete it and then restart the download automatically?
If that is to much programming to finish this app subroutine (based on your organizational priorities), then why not just tell us the path and the name so we can go delete it and possibly down load just one file(at least you would be providing a better solution)?
I have DSL, that means my download rate is 75KB/s available, if I dedicate all of my bandwidth to the repair of the DLC at the expense of all the other PC users at my house.
I have spent many hours on the phone to get better service, but it is just not available! What you are asking me to do can take hours!
I think the answer to the question is inconsiderate of you customer base!
I'll see if I can come up with a better solution with W7 and constrained bandwidth...

Did you tried to delete and re-download the DLCs?
