Hey, @Nanashisan808 make sure that all drivers for windows are up to date, also worth reinstalling the GPU drivers for your PC.
You can also try to do a clean boot to see if there any programs messing with Mass Effect: Legendary Edition and turn off any overlay programs for example Discord or Nvidia experience.
Can you add a Dxdiag so we can see what hardware and drivers you have?

Uninstalling and reinstalling the game has fixed this problem.
To confirm, uninstalling and reinstalling through Steam didn't erase your save progress? You were able to reinstall and jump right back in where you were? I'm having a similar issue where the game won't stop loading at a different point in ME1.

@GonnaLetUDown Yep, uninstalls and reinstalls won't wipe your progress, they're stored on separate files. Thanks! In case anyone else looks up this issue, uninstalling and reinstalling didn't help me get past the loading screen. I had to launch the game's main menu instead of just choosing "Continue" and then choose a previous save from before that loading screen.

@GonnaLetUDown Thanks for the update. Just to track this stuff, are you on Steam, or do you use Origin/play on another platform? I purchased the game on Steam, which makes you open Origin when playing. So in order to boot up the game, I have to open both Steam and Origin (my accounts are linked).
