Cutscenes are super quiet in Mass Effect 2: legendary edition. How to fix bug?

I'll link a video of me wandering around Illium to show that the audio is perfectly fine in every other setting except cutscenes. Conrad Verner is especially quiet at the end.

I'm playing through Steam on PC with no mods installed. This issue just started happening today. I have already tried verifying the integrity of the game files through steam. I have already tried restarting the game. It sounds like the voice actors are across the room from the microphone.

I would assume that this is a problem with the Windows sound settings or your audio hardware, rather than a problem with the game itself.

Look if surround sound is activated for your main audio device inside the Windows sound settings.
