Deluxe Pioneer Weapon Set upgrade

Hey, I am level 27 and just redeemed the pioneer weapon set.  Did I wait too long? They seem relatively week compared to my current tier 4 weapons.  Anyone know how to upgrade/craft pioneer weapon...
