I think there might be some confusion here. You can still purchase and use points in Mass Effect Andromeda. The service for those points hasn't been suspended. However, there are limitations to how the EA Help team can assist if the points don't come through after purchase. In the case of Mass Effect Andromeda the team doesn't have a way to manually add those points, so if they don't come through the only option would be a refund.
With some games the EA Help team can verify proof of purchase and add the points without having to refund the payment, but unfortunately that isn't so with Mass Effect Andromeda. If someone doesn't receive the points, they would have to be referred back to the retailer where the purchase was made to request a refund.

@EA_KentOkay, so how do I properly purchase your products so that I actually receive them? Do I need to be gentler with the X button? Sacrifice a small goat under the light of a full moon?
Judging by the PSN tech's reaction, this is a pervasive problem with ME:A products on the PSN store. Do you want our money or not? Maybe have someone look into this problem?

I think we can hold off on the animal sacrifices. One of the most common reasons we see things like this happen is due to region conflicts. If your PSN account is set to a different region than the game itself that can lead to issues with purchases like this not going through.
Do you know if your PSN ID was set up under a different region than where you're currently located?
