Elaaden quest bugs: "The Flophouse" and "Settling Elaaden"

Make sure there isn't any scavengers alive. They can get trapped or simply hide so use you HUD as you look for enemies. The Flophouse is so large that it is not enough to stand in one place looking around. I had one hiding out where the reinforcements arrive. If one has become stuck behind a crate/wall use a force like Shockwave to kill them.
