It would not be easy as you would need an alien that knows the technology. Like after through a few years of peace the Reaper's once again attack for say revenge on Earth and then the Commander shortly after that receives on the Normandy a garbled quantum message from an alien scientist from another nearby galaxy. There you go it's a lot more harder. Anyway more scientists will be needed though.
Also the alien scientist should know how to turn a mini star into a mini black hole and know how to build a Dyson sphere to contain the mini black hole and also a vortex manipulator for incoming energy would be required as well.
I got loads of nowadays useless ideas written down of course in lots of notepads.
