I have an AMD RX 6700 XT and got the same bug on Virmire when I killed the Salarian indoctrinated commandos. Game dropped to 4 FPS. Even reloading a save doesn't fix it, once you've made the choice to kill all the commandos it happens. However, if you can get FAR ENOUGH AWAY from where you made that decision, the frame rate slowly increases. After I left the commandos and went past the krogan scientist and past the asari scientist, the game slowly sped up the farther I went. By the time I talked to Sovereign I was back up to 120hz.
