Not a bug. This is just the final state of Garrus dialogue. ME1 wasn't big on characters, actually.
In my opinion, the only fleshed out and well-written squad member is Kaidan, who's ironically considered boring by many fans...
@felker_s playing as femshep, Kaiden came off as a creep to me. Like dude, I’m just trying to have a conversation, and all of a sudden you think I’m interested in you? And this is when choosing the neutral path and sometimes negative dialogue just to keep him from trying to hit on Shep, yet he still brings it up the next time.
Also maybe Bioware foresaw that many people won’t like him and will choose him for the Virmire decision, so they’re like, we should just give the players more backstory to him now, since he won’t make it to the sequels.
PS. I think Tali, Wrex, and Ash were more fleshed out from exhausting their dialogue wheel. I remember the first time playing the original and initially thought that I’d hate Ash, but after taking her into more missions and hearing the random dialogues, by end of game, i ended up liking her.

That's a pretty annoying problem with the whole trilogy. Everyone's just so goddamn flirty, including Shepard ("I'm MoRe InTeReStEd In JuSt TaLkInG a BiT" with Jacob ffs).
There's a particular one where all three options are progressing things towards a romance with Kaidan, lol. (I think it's the one where Kaidan pretty early asks if Shepard gets so friendly with everyone.)
