I'm not sure it's an issue.
I'm finding insanity difficulty is as hard as veteran difficulty was in the classic version,
but veteran required me to fight with the janky ME! controls.
With the improved gameplay, it's easier to be successful, so the difficulty feels a little easier to achieve.
At least that's how it seems to me.
If you're coasting, bump it up to insanity. You will die if you're not paying attention.

It's definitely not a controls issue, as the controls in ME1 weren't *that* janky, especially on PC. I find my abilities and playstyle are unaffected by LE's changes. If anything, LE makes things a bit harder since the pistol is no longer full auto. And LE also takes away some controls that used to exist in classic on PC (being able to give each squadmate specific commands in the powers menu). But LE also possibly makes things easier by adding headshots.
I can't account for most of the difference in difficulty, but a lot of it seems to be AI-related. The AI performs a lot worse than it did in classic; either getting stuck in cover loops, running in circles, and just generally shooting a lot less.

After playing a little more I think it's worth noting that the Mako sections in Legendary are much more difficult due to the "improved" controls. It's impossible to strafe now since it only drives toward or away from the camera direction instead of forward and backward like it used to. The announced option to revert to the old controls is also missing.

@beef623The option isn't missing; in the Controls menu, it's called "Mako camera-relative steering". Turn it off.
