Heavy Weapon Ammo upgrade from Freedom's Progress not showing up

So I scanned the Damaged YMIR that is supposed to give me a heavy weapon upgrade. I'm on the Normandy right after Freedom's Progress and it's not showing up as an available upgrade. I have gone to the Citadel and gotten other upgrades, I can see them when I look at the Upgrades menu on the Private Terminal in the CIC, but heavy weapon one is not there.

    So I went back to a save and redid things. The second time I saw the upgrade. Issue seems to have resolved itself

    The upgrades you purchase from stores are applied automatically.  Upgrades you find/scan/collect in missions have to be researched in the tech lab.

    I have Mordin. The upgrade is not there. When I go to apply the updates, I bought one on Omega and I should have the one from Freedom's Progress. When I go to do the upgrades, I only have one and I know this because if you have 2 you should be able to make the M--622 Avalanche heavy weapon, but I cannot make that
