I don't have PS3, but checking some PS3 N7HQ's character profiles, I see the BF3 Soldier among them. So, yes, you should be able to get the BF3 soldier.
How? Like everything else: buying packs (with in-game credits). He's a "gold" character. 99,000 credit Reserve Packs have the best gold/credit ratio. There are 44 different gold characters to unlock, so it might take a while, and a lot of credits!
Having said all that ... the BF3 soldier is one of the lamest characters. Essentially same as the "vanilla" human solider, except replacing Concussive Shot with Carnage (not a great power). But if you like the glowy outfit, there's that I guess.
