The M-490 Blackstorm was included in the Terminus Weapon and Armor downloadable content pack. This pack was available for free to Xbox 360 and PC owners who pre-ordered Mass Effect 2 from Gamestop or Play.com. On PlayStation 3, it is available for $1.99 USD or in the N7 Complete Arsenal Bundle.
