how do i purchase and download mass effect 3 leviathan

It depends on your platform; if you're on PC you can purchase it via Origin or here
If you're logged into Origin:
Mouse over the Mass Effect 3 icon.
Select "i".
It should be available for download if you've purchase it and haven't downloaded it already.

For XBox, you can search for Game Add-Ons and select Leviathan from the list, and spend your XBOX Live points on it.
For PS3, the Playstation Store also has Game Add-Ons, which uses it's own points system.
