Maybe, but his reasons for wanting to be that fish seem different in a more positive manner than Sloane's and the fact that he is comfortable with not having a throne and not feeling a need to prove his power and not needing for people to know who he is, suggests he is quite satisfied.
The thing about a Sloane type personality is that they typically do not see themselves as having allies nor do they feel a need to submit to another's authority. So she may not want a bigger pie so to speak but with the Badlands now being (EDIT: habitable), she may feel it is her right to control all of Kadara. In fact, that fits her personality, but Reyes seems like someone who understands the need for balance as well as allies.
He's greedy sure and he will lie and use you but only to a certain extent. Like I said, to him, I think he saw Sloane as dishonorable and not civil so he dealt with her as such but observing how he wanted us to solve murders which really didn't benefit him and yet she didn't care... how she completely wrote off the Badlands while he seemed to look after them.... how he showed some respect to his ex even though she tried to kill him (nicer than me on that front lol) and just other things, I don't think he is as likely to turn on us as Sloane is.
I think what I'm trying to say is, between the two of them, Sloane appears to have a greater disregard towards others than Reyes does. They are both criminals, but not all criminals are equal that is for sure and Sloane just doesn't seem to care in the grand scheme of things while Reyes appears to and doesn't seek credit for it either.
My opinion.
