In Mass Effect 2, there were all these things you could do and upgrades you could make. If you didn't do all the work necessary, people would die. If you did take the time to do everything you could to increase your odds to survive, your people survived... if not, they didn't.
Pretty straightforward and real consequences. It's why even though I hated mining in that game, I did it.
To take issue with them making 100% viability something that requires actual effort to earn and making that effort truly worth while would be like taking issue with Mass Effect 2 on that front.

I think the difference there is its a lot more in Andromeda than it ever was in ME2 though. In terms of time a whole lot more.
In Dragon Age Inquisition there are side collections you can do but if you don't it has no impact on the main story. Theres mosaic pieces you can find which when you have them all shows an image on the wall in the main room of Skyhold - cosmetic only. There are shards you can collect - the more you have the more doors you can open that lead to treasure chests - character benifit only. Because these things take a lot of time and aren't to everyone's tastes they only effect that one game and the character within it but not the story. The sheer amount of side quests on each planet in andromeda is much like these collections in my eyes. Not something that should be forced for the best story outcome but something that should at least hold some player appeal or whats really the point?

dont think I ever had a fully completed mosaic painting for DAI lol... Am just not great in doing quest like that, am ok staring at a blank wall but I would be absolutely annoyed with the game if I cant complete a main quest because of something like this, and main characters die and worlds end. And ME2 planet scanning isnt that important and it's not that difficult to get the required materials to get the 100 point of war assets, 50 points if you dont play multiplayer. As long as you played multiplayer or bought the DLCs, you could easily hit the best ending for your red blue green endings.

100% viability isn't part of the main quest. It is an optional thing you can do so even with what I am talking about, you would still be able to complete all the main quests and beat the game without getting any planet's viability to 100%.
To you, all that scanning wasn't difficult or tedious... that's your opinion, just like it may be (and definitely was) the opinion of others that it was difficult and or tedious but in the end, regardless of one's opinion, the ones that decided to put time into all the preparedness got to save everyone and those that didn't, didn't.
I don't even know what you're talking about with the mosaic which means I probably didn't do it either but I still got to beat the game.

They have to balance different needs of different players. Someone will always find something too hard or too easy.
In the end, the key factor is that you don't have to do a big list of (tedious) quests to get there. It gives a sense of satisfaction to get it without it having big effects on whatever you're doing. It's not perfect but to appeal to a broader player base it makes sense.
When you want challenge, then take the higher difficulty levels and focus on what is harder there. That's where your challenge and achievement is. Personally, I wouldn't mind if it was more difficult at harder difficulties but at the same time you get it for completing quests and exploring the planet. Since the enemies are already harder to kill, the question becomes if it needs to be made harder by forcing people to complete more quests.
I suspect others might find that tedious and unnecessary.
